Methodology
The IDH will include experts positioned all
throughout the country’s territory. These experts will research
and investigate “paradigmatic” cases as well as any per se
violations of human rights for the purpose of identifying any
recurring trends leading to the social, economic and political
malfunction(s) causing these violations. These findings will be
used to promulgate policy recommendations and submitted to
government officials as well as to any groups involved in the
case(s) at hand. This process will be carried out with the
express goal of facilitating the dialogue and conflict
resolution required for the safeguarding of the population’s
human rights.
Similarly, the IDH will report on its
research findings and conclusions on a regular basis to the
public either directly or through the media at large.
The IDH will employ the analytical framework
and statistical variables used in the United Nations 2000 Human
Development Report in order to identify and hold to account
those in charge of enacting and implementing public policy.
Indeed, one of the IDH’s central, most important activities in
fulfilling its institutional goals will be the scrutinizing of
government action and policies.
